A King of रथन्तरकल्प . He got ten thousand sons of his wife लावण्यवती . पुष्पवाहन was a hunter in his previous birth. He used to give daily lotus flowers to a harlot who was doing worship of विष्णु observing the द्वादशीव्रत . He was doing this service with such devotion that in the next birth he was born under the name पुष्पवाहन (carrier of flowers). The sage भृगु once told him about his previous birth and asked him to observe द्वादशीव्रत . पुष्पवाहन observed the vrata and attained bliss. (Sṛṣṭi khaṇḍa, Padma Purāṇa)
